Yeah I think your on to something, for thousands of years now Rome has ruled by force, confusion, and allusion. It’s a contrivance to suggest Washington has 7 hills. It has lots of places with hill or heights tagged on to the name. Many of them are not hills at all. The 7 hills part of Revelations tends to suggest that John has an axe to grind against the Roman empire more than anything else. The US will collapse without any assistance from above. Impossible amount of debt, energy depletion, etc. etc. The mega collapse is coming. Not if, just when.

It’s not Jerusalem. John would never have referred to Jerusalem as “Mystery Babylon”. Depending on how you read it, it’s either Rome or Washington.
